This can be configured by modifying the UI control option for the DEF user associated with the user under the Security.

The UI control tab for the DEF user will let you configure the user access for the Bank Details.
This facility controls user access for the Bank Details field when adding and modifying Entity Bank details. The following options are available:
- Read / Write (default)
- Read Only
- Hidden
