I get lightning bolts when trying to generate a bill

Problem

When you try generating a bill, lightning bolts appear, what do they mean? 

Solution 

The lightning bolts will appear when you select bill on a matter that already has a draft bill. The lightning bolts flashing are to alert you to a fact that a draft bill already exists and that more cost entries may have been entered since the generation of the original draft.
